設計は、通りをはさんで建つ日本銀行旧小樽支店（小樽市指定有形文化財）の設計に携わった長野宇平治で、請け負ったのは地元の加藤忠五郎でした。銀行建築独特の重厚さをもち、玄関や窓まわりの石組みデザイン、コーナー部分や窓の間隔の変化などに特徴があります。外観の正面はほぼ創建時の姿で残っています。

This building was designed by Uheizi Nagano ,the same architect responsible for Otaru Branch of the Bank of Japan across the street and contracted to Chugoro Kato, a local resident of Otaru.  Its unique , stately bank architecture,  along with designs in stone surrounding the entranceway and windows, as well as variations at the corners and between the windows are among the building's special characteristics, and the external front of the building remains, for the most part, as it was at the time of construction.
